Permanent Secretary (Acting)

Narine Charran is a distinguished public servant with over 30 years of dedicated service to the Government of the Republic of Trinidad and Tobago. He has held key roles across several ministries, including Local Government, Public Utilities and Housing.
A seasoned economist and strategic leader, Mr. Charran's expertise spans macroeconomic analysis, debt management and the implementation of complex national policies. His specialization is rooted in strategic planning, fiscal management and policy development.

Ministry of Defence
  • Permanent Secretary (Ag.) | June 2025 – Present
    Overseeing the strategic operations and administrative functions of the Ministry to ensure national security and defense objectives are met
Ministry of Youth Development and National Service
  • Permanent Secretary (Ag.) | 2023 – 2025
    Served as Accounting Officer, managing policies for over 500,000 youths.
Ministry of Finance
  • Deputy Permanent Secretary | Jan 2023 – June 2023
    Monitored the entire State Enterprise Sector within the Investments Division.
  • Manager, Debt Management Division | 2020 – 2023
    Managed the government-guaranteed debt portfolio and oversaw state sector financing.
  • Director (Ag.) / Assistant Director (Ag.), Economic | Management Division
    Led technical teams in economic forecasting and policy formulation.

Mr. Charran holds a Bachelor of Science in Economics from the University of the West Indies and has undertaken extensive professional training in Macroeconomic Analysis & Forecasting, Policy Formulation, Financial Management, Climate Change and Public Service Leadership.
